The Stimulating Peripheral Activity to Relieve Conditions, or SPARC, program employs an active program management strategy using primarily Other Transactions (OTs), which are not a contract, grant or cooperative agreement. 

The various guidelines and polices to which SPARC OT awardees must adhere as a member of the SPARC consortium are provided in the SPARC Material Sharing Policy.
