Tony is a Program Analyst on the Common Fund Operations Team. He came to NIH in 2013, after six years with Veterans Administration (VA). As a Management and Program Analyst on the Policy and Regulations Development Team at VA Central Office, Education Service, Tony helped draft regulations for the Post-9/11 GI Bill, the Work-Study program, and the Reserve Educational Assistance Program, among others. From 2006 to 2010 Tony worked as an Education Benefits Adjudicator at the Buffalo Regional Processing Office, where he administered eligibility determinations and benefit payments for the Montgomery GI Bill and other VA education benefits. Proudly serving since 1996, Master Sergeant Daly has worked as an Aerospace Medical Technician and as an Education and Training Manager with the Air Force Reserves. From 2006 to 2011 he also taught the Drinking Drivers Program, as an Assistant Professor with Erie Community College. He earned his MA in Creative Writing from SUNY College at Brockport and his BA in English from the University at Buffalo, as well as associates degrees in Applied Health Sciences and in Education and Training Management from the Community College of the Air Force.
